I ended up removing HP 3D Drive Guard. Its purpose was to lock the drives if the laptop got dropped or bumped. Since Windows 10 ver. 1703 (Creators Update), the HP 3D Drive Guard reported (upon start up) that VCRUNTIME1.4.dll was missing. VCRUNTIME1.4.dll, in turn, belonged to AccelerometerSt.dll, which belonged to HP 3D Drive Guard.

I first went to the HP Support site (used key combination of Fn+Esc to get my Model #) and entered my laptop (Pavilion) model # to get the list of appropriate downloads. I found HP 3D Drive Guard, downloaded and chose option to Repair. This did nothing to eliminate error. I then chose option to Remove.

Appears to have eliminated the error reporting re: VCRUNTIME14.DLL by eliminating the function. Don't like this and think Windows Creators Update might have at least issued a warning - or given users a choice for the update - which is a whole other ball of wax.
